At tech they just usually check that your wheels won't fall off, your battery doesn't move, and your pedals work. As long as nothing looks like its going to fall off, you should be good.

Depends on where the rust is. Body/surface? Fine. Suspension mounts rusting through? Not fine. Common sense, mostly.
